Legislative and Policy Research Consultant

About the role

The United Nations Office on Drugs and Crime (UNODC) is looking for a Consultant to support legislative and policy research on sexual extortion, online child sexual abuse and exploitation (OCSAE), and non‑consensual dissemination of intimate images (NCII). The position is home‑based and will contribute to the creation of a Repository of Best Practices for law‑enforcement, prosecutors, judges and policy‑makers.

Key responsibilities

• Support the development of a research methodology and workplan, prepare an annotated bibliography, design a legislative mapping matrix, and present these deliverables at an online inception meeting.
• Conduct a desk review and comparative analysis of legislative frameworks on OCSAE, NCII and sexual extortion at domestic, regional and international levels, identifying gaps, convergence, divergence and opportunities for legal harmonisation; present findings to the supervising team.
• Assist in finalising the Repository of Best Practices based on feedback from the supervising team.

Required profile

• Advanced university degree (Master’s or equivalent) in Law; a first‑level degree plus two additional years of relevant experience may be accepted.
• Minimum of one (1) year of experience in legal research in international law, criminal law, human rights or related fields.
• Strong analytical abilities and experience with legislative mapping, comparative legal analysis and drafting of research outputs.
