Legal Officer / Witness Protection and Support Officer (Temporary)

About the role

The Independent Investigative Mechanism for Afghanistan (IIMA) is looking for a P3 Witness Protection and Support Officer (WPSO) on a temporary basis. Based in Vienna, the officer will work within the Executive Office under the supervision of a P5 Senior Legal Officer, contributing to IIMA’s mandate to collect and preserve evidence of serious international crimes.

Key responsibilities

• Conduct risk and threat assessments and situational analyses for witnesses and victims engaging with IIMA.
• Develop and coordinate risk‑mitigation measures in collaboration with international organisations, national authorities, NGOs and other entities.
• Advise and oversee the implementation of protection measures, including case management and administrative support.
• Provide guidance to investigative teams on international standards and best practices for witness protection.
• Participate in investigative missions and engage with witnesses before, during and after missions.
• Help establish and maintain a network of relevant organisations for witness and victim protection.
• Contribute to the development or revision of protocols and SOPs to ensure safety, confidentiality and well‑being of witnesses.
• Assist in negotiating arrangements and agreements with partner organisations as needed.

Required profile

• Experience in conducting risk assessments and providing protection support for witnesses or victims.
• Familiarity with international legal standards and best practices related to witness protection.
• Ability to coordinate with a range of stakeholders, including UN bodies, NGOs and national authorities.
• Strong analytical and advisory skills to support investigative teams.
• Willingness to travel and participate in field missions as required.
