Human Rights Officer – Gender Adviser & GBV Investigator

About the role

The Office of the High Commissioner for Human Rights is seeking a Human Rights Officer to serve as a Gender Adviser and GBV Investigator within the Independent International Commission of Inquiry on Ukraine. Based in Vienna, the incumbent will support the Commission’s mandate by integrating gender perspectives into all aspects of its work.

Key responsibilities

• Provide gender analysis and training to Commission members and Secretariat, ensuring a gender‑sensitive approach throughout investigations.
• Research and collect documentation on women’s human rights and gender‑based violations related to international human rights, humanitarian, and criminal law.
• Recommend victim‑centered referral pathways while adhering to the ‘do no harm’ principle.
• Document, preserve, and analyze cases of sexual and gender‑based violence, ensuring gender‑specific impacts are reported.
• Assist in gender‑sensitive interviewing, evidence gathering, and witness protection.
• Participate in field missions for information collection.
• Contribute to drafting the final report and recommendations, integrating gender‑sensitive language and priority recommendations.
• Advise on gender‑sensitive information‑handling methods and perform other duties as required.

Required profile

• Advanced knowledge of international human rights law, international humanitarian law, and international criminal law.
• Demonstrated experience in gender analysis, GBV investigation, and victim‑centered approaches.
• Strong research, documentation, and analytical skills.
• Ability to work collaboratively in a multicultural, high‑pressure environment.
