International Consultant – Transnational Organized Crime & Counter‑Proliferation Financing Assessment

About the role

The United Nations Office on Drugs and Crime (UNODC) seeks an experienced International Consultant to lead the assessment of transnational organized crime and its nexus with counter‑proliferation financing in Southeast Asia. The consultant will develop a Regional Guidance Document, provide technical assistance, and support capacity‑building activities for beneficiary countries.

Key responsibilities

• Prepare and submit a concept note for the Regional Guidance Document, outlining background, objectives, methodology, sources, and timeline.
• Lead the design, drafting, and finalisation of the Regional Guidance Document, including typologies, risk indicators, investigative best practices, and case studies.
• Organise and facilitate two on‑site regional expert group meetings for data collection and validation.
• Provide substantive expertise for technical assistance missions and produce mission reports and outcome documents.
• Refine technical assistance strategies, tools, and programme activities in collaboration with UNODC staff and other consultants.

Required profile

• Proven experience in research and policy development on organized crime, money laundering, and proliferation financing.
• Demonstrated ability to work under the supervision of a UNODC Programme Officer and coordinate with multiple stakeholders, including public officials from beneficiary countries.
• Strong analytical skills and experience delivering capacity‑building and training materials.
