Consultant – Transnational Crime & Counter‑Proliferation Financing

About the role

The United Nations Office on Drugs and Crime (UNODC) is seeking a consultant to support the assessment of transnational organized crime and its nexus with counter‑proliferation financing in Southeast Asia. The consultant will work remotely under the supervision of a UNODC Programme Officer and in close coordination with the lead consultant and other UNODC staff.

Key responsibilities

• Assist in drafting and submitting a concept note for a Regional Guidance Document, covering background, objectives, methodology, sources of information and timeline.
• Contribute to the preparation of the final Regional Guidance Document, including typologies, risk indicators, investigative best practices and case studies drawn from previous UNODC assessments.
• Design, plan and facilitate regional expert group meetings to collect and validate data for the guidance document.
• Provide substantive expertise for technical‑assistance missions, capacity‑building activities and the refinement of tools and strategies related to money‑laundering, cyber‑scams, trade‑based money laundering and virtual‑asset service providers.
• Liaise with public officials from beneficiary countries and support the lead consultant in delivering training materials and reports.

Required profile

• Demonstrated experience in research, policy development or technical assistance on organized crime, financial crime or counter‑proliferation financing.
• Ability to produce high‑quality analytical documents, guidance notes and mission reports.
• Strong coordination skills for working with UNODC staff, external consultants and government officials.
