Whistle-blower Protection Consultant

About the role

The United Nations Office on Drugs and Crime (UNODC) seeks an experienced consultant to strengthen whistle‑blowing protection mechanisms in Ukraine and a selected border‑management agency. Working remotely, you will assess reporting systems, advise on policy revisions, and support implementation of international standards.

Key responsibilities

• Assess the Ukrenergo reporting system for compliance with ISO 37002 and EU Directive 2019/1937.
• Support NABU and SARDI in applying assessment recommendations and drafting revised whistle‑blowing policies for 2024‑2025.
• Review and propose amendments to the internal reporting mechanism of a border‑management agency.
• Prepare deliverables under the supervision of the Acting Chief of the Corruption and Financial Crime Branch and in coordination with UNODC thematic leads.

Required profile

• Proven experience in anti‑corruption consultancy or whistle‑blower protection projects.
• Familiarity with ISO 37002, EU Directive 2019/1937, and UNCAC provisions.
• Strong analytical and policy‑drafting skills.
• Ability to work independently and meet tight deadlines.

Required skills

• Knowledge of ISO 37002 standards.
• Understanding of EU Directive 2019/1937 on whistle‑blowing.
