Consultant – UNODC Clean Sheet Guide Implementation

About the role

The United Nations Office on Drugs and Crime (UNODC) seeks a consultant to support the implementation of its "Clean Sheet" guide, aimed at strengthening financial integrity in European football and beyond. The role is home‑based with occasional travel to Vienna for meetings.

Key responsibilities

• Map and compile a contact database of football clubs, agents, FIUs, regulators, EU bodies and international sport organisations.
• Prepare the first draft (≤40 pages) of the guide, including glossary, tables, illustrations and UN‑style references.
• Organise and actively participate in an in‑person expert group meeting at the Vienna International Centre to review the draft.
• Incorporate feedback to produce a second draft and, subsequently, a final draft ready for language editing, layout and printing.
• Ensure timely delivery of all deliverables in line with UNODC quality standards.

Required profile

• Proven experience in drafting technical publications or policy guides.
• Good understanding of anti‑money‑laundering frameworks, especially as they apply to sport.
• Familiarity with the European football industry and its regulatory environment.
• Ability to work independently, coordinate with international stakeholders and meet strict deadlines.

Required skills

• Strong research, analytical and writing abilities.
• Excellent editing skills and knowledge of UN document formatting.
• Competence in preparing tables, charts and illustrative material.
• Project management skills to handle multiple drafts and stakeholder feedback.
