Consultant Expert in Environmental or Forestry Project Evaluation

About the role

The United Nations Office on Drugs and Crime (UNODC) seeks an experienced consultant to lead an independent evaluation of environmental and forestry projects. The assignment is home‑based with occasional travel and requires the production of high‑quality reports in both Spanish and English.

Key responsibilities

• Design the evaluation methodology, ensuring gender‑responsive and human‑rights‑focused tools.
• Prepare the Inception Report, data‑collection instruments and sampling strategy.
• Coordinate and conduct data collection in line with UNODC ethical standards.
• Analyse data using appropriate software (e.g., NVivo) and produce draft and final evaluation reports.
• Deliver oral briefings and written summaries to internal and external stakeholders.
• Ensure compliance with UNODC evaluation norms and avoid any conflict of interest.

Required profile

• Proven expertise in evaluating environmental or forestry projects.
• Familiarity with UN evaluation standards and gender‑equality considerations.
• Fluent in Spanish and English, both written and spoken.
• Ability to work independently under the supervision of the UNODC Independent Evaluation Section.

Required skills

• NVivo (or similar qualitative analysis software).
• Design and implementation of surveys, questionnaires and interview guides.
• Report writing and proofreading in Spanish and English.
