Programme Management Officer – UNEP Regional Office

About the role

The United Nations Environment Programme (UNEP) Regional Office for Europe is seeking a Programme Management Officer to support the implementation of UNEP’s portfolio in the Carpathian region and the Western Balkans, including a major GEF‑funded project in Ukraine. Based in Vienna, the incumbent will work under the supervision of the Head of the Vienna Programme Office/Secretariat of the Carpathian Convention.

Key responsibilities

• Participate in the development, implementation and evaluation of assigned programmes and projects, monitoring progress and proposing corrective actions.
• Conduct research, analyse data from diverse sources and prepare background papers, reports and study sections.
• Assist in policy development, including review of issues, trends and preparation of evaluations.
• Design and implement survey initiatives, analyse responses and draft conclusions.
• Provide substantive support to meetings, conferences and workshops, including agenda setting, participant identification and preparation of documents.
• Organise and deliver outreach activities such as training workshops, seminars and presentations.
• Participate in or lead field missions, guide external consultants and draft mission summaries.
• Coordinate budget and funding activities, including programme/project preparation and submissions.

Required profile

• Relevant university degree and experience in programme or project management.
• Proven ability to conduct research, analyse information and produce high‑quality written outputs.
• Experience in organising workshops, meetings and outreach events.
• Familiarity with budget preparation, funding cycles and donor reporting.
• Strong communication skills and ability to work with diverse stakeholders, including government officials and external consultants.
