International Consultant – Risk Profiling & Targeting Expert

About the role

The United Nations Office on Drugs and Crime (UNODC) seeks an experienced International Consultant to design and deliver Radiation and Nuclear (R/N) Risk Profiling and Targeting training in Malaysia and Indonesia. The role is home‑based with travel to the two countries and reports to the Programme Officer.

Key responsibilities

• Develop comprehensive technical training content, including slide decks, assessments, case studies, and participant materials for R/N Risk Profiling and Targeting.
• Facilitate practical training exercises in Malaysia and Indonesia, providing technical guidance to law‑enforcement participants.
• Prepare and submit detailed post‑training reports summarising activities, findings, recommendations and lessons learned for each country.

Required profile

• Advanced university degree (Master’s or equivalent) in law, criminology, public administration, political science, international relations or a related field (or a first‑level degree plus two years relevant experience).
• Minimum 10 years of border‑management and law‑enforcement experience.
• Proven experience delivering training to international law‑enforcement audiences.
• Demonstrated experience with risk profiling and targeting equipment.
