Human Rights Officer & Security Sector Adviser (Temporary)

About the role

The Human Rights Officer/Security Sector Adviser will support the Group of independent experts on the human rights situation in Belarus. Based in Vienna, the incumbent works under the supervision of the Group Coordinator and the Investigation Team Leader, contributing to investigations, analysis and reporting.

Key responsibilities

• Research, collect and analyse information on human rights and international criminal law matters.
• Map and analyse the structure of the State police, command responsibility and links with other security institutions.
• Advise the Secretariat on police procedures, ballistics, weapons, vehicles and aircraft.
• Conduct investigations, including interviews with victims, witnesses and law‑enforcement officers.
• Monitor trends and patterns of violations and employ open‑source and satellite‑imagery tools for geolocation.
• Identify alleged perpetrators using agreed information‑gathering methods.
• Participate in missions to sites of alleged violations.
• Ensure protection of victims and witnesses in line with the ‘do no harm’ principle.
• Safeguard, store and preserve investigation documentation according to established procedures.
• Draft analytical documents, including gender analysis, and contribute to final reports.

• Strong analytical skills for mapping and interpreting security sector data.
• Commitment to gender‑sensitive approaches and protection of vulnerable persons.
• Capacity to work under supervision of senior investigators and adhere to established methodologies.
