Human Rights Officer / Investigator (P3) – Temporary, 5 positions

About the role

The Office of the High Commissioner for Human Rights is recruiting five Human Rights Officers/Investigators (P3) on a temporary basis to support the Independent International Commission of Inquiry on Ukraine (IICIU). Based in Vienna, the incumbents will work under the Investigation Team Leader and the IICIU Secretariat Coordinator.

Key responsibilities

• Research, collect and analyse information related to human rights and international criminal law.
• Conduct investigations, including interviews with victims and witnesses, to verify alleged violations.
• Monitor trends, map incidents using open‑source material and satellite imagery, and identify perpetrators.
• Organise and participate in field missions to sites of alleged violations.
• Ensure protection of victims and witnesses in line with the ‘do no harm’ principle.
• Safeguard and preserve all investigative documentation according to IICIU procedures.
• Draft analytical reports, including gender analysis, and contribute to the final IICIU report.

Required profile

• Strong knowledge of international human rights, humanitarian and criminal law.
• Familiarity with the mandates and procedures of human‑rights organisations.
• Excellent research, analytical and report‑writing abilities.
• Ability to work independently and collaboratively in a multidisciplinary team.

Required skills

• Proficiency in using open‑source investigative tools and satellite imagery for geolocation.
• Experience with gender‑sensitive approaches in investigations.
