Consultant – Algorithm for Drawing Lots (UNCAC Implementation Review)

About the role

The United Nations Office on Drugs and Crime is looking for a consultant to design and implement an electronic algorithm for the drawing of lots that will be used in the second phase of the United Nations Convention against Corruption (UNCAC) Implementation Review Mechanism. This short‑term assignment replaces the current manual, paper‑based system and supports the peer‑review process that assists States parties in implementing the Convention. The work is home‑based and will be carried out over five days between 1 – 31 August 2026.

Key responsibilities

• Develop a software application that conducts the drawing of lots for the UNCAC IRM in accordance with the Mechanism’s Terms of Reference.
• Organise and lead testing and demonstration sessions to verify that the tool functions correctly for the Implementation Review Group.
• Produce a comprehensive user manual that explains how to operate the software and interpret the results.
• Ensure the solution can be used at intersessional meetings of the Implementation Review Group.

Required profile

• Proven ability to deliver a complete software solution within a tight, five‑day timeframe.
• Experience in conducting software testing and preparing clear user documentation.
• Familiarity with the UNCAC Implementation Review Mechanism and its peer‑review processes.
