International Consultant – Expert in Trafficking in Persons for Forced Labour in Supply Chains

About the role

The United Nations Office on Drugs and Crime (UNODC) seeks an International Consultant with deep expertise in trafficking in persons for forced labour within supply chains. The consultant will develop practical guidance for businesses to translate international standards into actionable measures across sectors and regions.

Key responsibilities

• Prepare and obtain approval for an inception note and detailed workplan.
• Conduct evidence and resource mapping, including an annotated bibliography and a matrix of tools, standards, initiatives, and stakeholders.
• Produce an annotated outline and consultation package for a new guidance manual.
• Deliver a first draft of the guidance manual suitable for expert review.
• Facilitate Expert Group Meetings, providing inputs, presentation materials, meeting synthesis, and a comments‑response matrix.
• Revise and finalize the complete draft guidance manual with annexes and practical tools for editorial review.
• Incorporate UNODC’s final feedback into the final guidance manual.
• Prepare a concise recommendations note on dissemination, piloting, monitoring, and potential conversion into digital learning products.

Required profile

• Advanced knowledge of the United Nations Convention against Transnational Organized Crime (UNTOC) and the Trafficking in Persons Protocol.
• Proven experience in developing policy guidance, manuals, or toolkits on forced labour or human trafficking.
• Strong analytical skills for evidence mapping and resource identification.
• Experience working with multi‑stakeholder groups, including private‑sector partners and civil‑society organizations.
• Excellent written communication skills in English.
