Consultant – Fraud Action Plan Development & Tool Design

About the role

The United Nations Office on Drugs and Crime (UNODC) seeks an expert consultant to develop a draft tool for creating action plans against organized fraud and to support the dissemination of this tool. The assignment runs from 15 June to 30 November 2026 and combines remote work with travel to Vienna for an expert meeting.

Key responsibilities

• Develop a draft tool that guides the design of fraud action plans.
• Facilitate and participate in an informal expert meeting in Vienna, tentatively scheduled for August 2026.
• Design a technical assistance plan for the tool’s dissemination and uptake.

Required profile

• Proven expertise in fraud prevention, organized crime, or related policy development.
• Experience designing practical tools or frameworks for international stakeholders.
• Ability to work independently and coordinate with UNODC teams and external experts.
