Head of Resources Management Unit (P) – Expression of Interest

About the role

IOM, a UN-related organization on migration, is inviting expressions of interest for the Head of Resources Management Unit (P) at its Vienna Country Office. Reporting directly to the Chief of Mission and secondarily to the Deputy Regional Director (Management), the role advises the Chief of Mission on strategic resource management, financial sustainability, operational governance, enterprise risk and operational risk, and leads finance, human resources and all resources management areas. Only candidates in the Pathways Pool are eligible.

Key responsibilities

• Act as a strategic partner to the Chief of Mission and lead integrated resource management strategies, including advice on financial sustainability, cost recovery and resource mobilization.
• Lead financial management: budgeting, forecasting, liquidity management, financial reporting, internal controls, audit readiness and donor reporting.
• Oversee human resources in line with the Department of Human Resources' vision, positioning HR as a strategic business partner.
• Drive cost-efficiency, value-for-money and results-based management, and support risk management across financial, operational, compliance, reputational and safeguarding risks.
• Provide oversight of supply chain, ICT and administrative services, including segregation of duties in procurement-to-pay and ICT compliance.
• Support the Chief of Mission in maintaining an enterprise risk management framework and the risk register.

Required profile

• Candidates must be in the Pathways Pool; selection follows the Pathways Pool process.
• Senior leadership experience in finance, human resources and/or resource management.
