Consultant – OSINT & Cybercrime Investigation Expert

About the role

The United Nations Office on Drugs and Crime (UNODC) seeks a consultant to develop and deliver a 40‑hour training programme on open‑source intelligence (OSINT) and cybercrime investigation techniques for public officials combating migrant smuggling. The role is home‑based with travel to selected African countries.

Key responsibilities

• Adapt existing training materials and create a comprehensive 40‑hour course covering OSINT, undercover operations, digital evidence management, preservation of digital evidence, and criminal analysis techniques.
• Conduct five in‑person and online training sessions (40 hours each) in Nigeria, Senegal, Morocco, Mauritania and Ethiopia for police officers, digital forensic analysts and prosecutors.
• Provide technical advice and mentoring to officials in English, French or Arabic, coordinating with UNODC.

Required profile

• Advanced university degree (Master’s) in criminal justice, law, political science or related field, or equivalent combination of education and experience.
• Minimum seven years of progressive experience in OSINT and criminal intelligence analysis.
• At least two years of experience teaching or coaching ICT‑related crime and digital evidence.
• Demonstrated experience in ICT investigations, delivering technical training, and working with international organisations is desirable.
