Ethics & Integrity Training-of-Trainers Consultant (Anti-Corruption)

About the role

The United Nations Office on Drugs and Crime (UNODC) is seeking an international consultant to design and deliver a comprehensive Ethics and Integrity Training‑of‑Trainers (ToT) programme for public officials in the Democratic Republic of Congo. The assignment supports the Ministry of Public Service and the Observatory for Monitoring Corruption and Professional Ethics (OSCEP) in implementing the national anti‑corruption strategy.

Key responsibilities

• Develop a tailored ethics and integrity training curriculum based on a ToT approach.
• Prepare training materials, facilitator guides, and assessment tools.
• Conduct two ToT workshops for selected public officials in collaboration with the Ministry of Public Service and OSCEP.
• Provide post‑workshop mentoring, coaching, and follow‑up support to institutionalize the training programme.
• Coordinate closely with the Chief of the Field Support Section of UNODC and ensure timely reporting of progress and results.

Required profile

• Proven experience in designing and delivering ethics, integrity or anti‑corruption training programmes, preferably in a public‑sector context.
• Familiarity with the United Nations Convention against Corruption (UNCAC) and related national frameworks.
• Ability to work remotely while undertaking travel to the DRC for workshops and field support.
• Excellent communication skills in English; knowledge of French is an asset.
